First-time buyer schemes
First-time buyer schemes make your first home more affordable. Think of the transfer tax exemption, the National Mortgage Guarantee (NHG), and the starter loan. Read on to find out what each scheme does and how to combine them.
How do the transfer tax exemption, National Mortgage Guarantee, and starter loan work?
You get the most out of first-time buyer schemes by checking them in order. This way, you first see what you save and then what you can borrow extra.
Check transfer tax exemption
You pay no transfer tax on your first home. This applies if you are 18 or older and under 35. You must also live in the property yourself and the purchase price must be under €555,000.
Choose a mortgage with NHG
With NHG, you get a safety net if you can no longer pay your mortgage. It often allows you to pay a lower interest rate. In 2026, this is possible for mortgages up to €470,000.
Inquire about a starter loan
On top of your mortgage, many municipalities offer a starter loan. The Loan Checker from the Stimuleringsfonds Volkshuisvesting (SVn) shows whether your municipality participates.
Calculate maximum mortgage
Your maximum mortgage depends on your income. A starter loan covers the shortfall up to the purchase price. Furthermore, the transfer tax exemption reduces your closing costs.

Frequently asked questions about first-time buyer schemes
First-time buyers often ask us if they can combine schemes and what they need to arrange. The answers are below.
What starter schemes are available for your first home?
There are three main schemes you can use for your first home. Through the first-time buyer exemption you pay no transfer tax. With National Mortgage Guarantee (NHG) you get a safety net and often a lower interest rate. The starter loan is an additional loan on top of your mortgage. In addition, family can help you with a gift or a loan.
Can you combine the starter schemes?
Yes, you can combine the schemes. In fact, the starter loan only works in conjunction with NHG. The first-time buyer exemption is separate from that and reduces your closing costs.
What if your first home exceeds the limit?
Then you cannot use that scheme, not even for a portion. For the first-time buyer exemption, the limit in 2026 is a property value of €555,000. For NHG, the limit is €470,000, or €498,200 with energy-saving measures. Therefore, calculate this carefully before you make an offer.
Can you get a starter loan without NHG?
No, you can only get a starter loan in combination with a mortgage that has NHG. For the first three years, you pay on that loan no interest and no repayments. After that, you pay based on what your income allows. You can see if your municipality participates in the Loan Checker from the Stimuleringsfonds Volkshuisvesting (SVn).
What if you turn 35 before you sign with the notary?
Then you are no longer eligible for the starter exemption. The Tax and Customs Administration looks at your age on the day of the transfer. The date of your purchase contract does not count. If you are almost 35, make sure to schedule the transfer well in advance.
Does homeup arrange the starter schemes for you?
No, homeup does not apply for the schemes on your behalf. You arrange the exemption with the notary, and NHG is handled through your mortgage advisor. You apply for the starter loan with your municipality. homeup does, however, arrange a mortgage certificate, so that your financing is sorted before you start your search.
